Gents,

As you know, the objectives of the KHL are to have fun playing hockey and to do so in a safe environment.  In the interest of preserving these objectives, the Safety, Discipline and Officiating Committee (comprised of myself and the managers of the 4 KHL teams) have updated the KHL rules.

For the most part, these rules are borrowed and modified from leagues similar to ours, where they seem to be working.  John Bowman will post the updated rules on the website shortly.  Have a look at them and let your team manager know, if you have any comments or questions.....

UPDATE: Sept. 30/06

In a post meeting email flurry it was decided there will be no time keepers. 
Updated costs are as provided below:

Confirmation of the officiating arrangement allows the total costs to be finalized, as follows:

a. ice time - 27 games for each team (Oct 4 to Apr 4, with no breaks)
- $140/night @ SMU
- $160/night @ Sprydome
- total ice time cost = $8100

b. refs and timekeeper: 54 games x $50/game = $2700

c. total cost per team = ($8100 + $2700)/4 = $10,800/4 = $2700 ~ say, $2730 to cover Christmas presents to rink guys

d. Payment schedule: half ($1365) due on October 11; balance ($1365) due on Jan 17.


 



Minutes for the Sept 29, 2006 meeting inserted below......

1. Present the reffing package for your input and (hopefully) approval

After some discussion, the team managers approved the following officiating arrangement proposed by Mark King:  A reffing group (organized by Rick McIntyre) will be contracted to provide two on-ice officials for all games.  The cost is $25/official.  This group does not provide timekeepers, so Mark still needs to find timekeepers, but this will not be a problem; cost will be $20/game.

2. Get your input for the mandate of the "Safety, Officiating and Discipline Committee" to be composed of....us

The following format and mandate for the "Safety, Discipline  and Officiating Committee" was agreed to by all Team Managers:

The KHL Safety, Discipline and Officiating (SDO) Committee has been formed as of today (September 28 2006), and will operate throughout the 2006/7 hockey season.  The SDO Committee is comprised of the Managers of all 4 teams (JW - Aaron Bent, Terrain - Andrew Forsythe, Kings Classic - John Bowman, Kings Too - Andrew O'Brien) and the KHL League Commissioner (Mark King).  The overall mandate of the SDO Committee is to:

The KHL Safety, Discipline and Officiating (SDO) Committee has been formed as of today (September 28 2006), and will operate throughout the 2006/7 hockey season.  The SDO Committee is comprised of the Managers of all 4 teams (JW - Aaron Bent, Terrain - Andrew Forsythe, Kings Classic - John Bowman, Kings Too - Andrew O'Brien) and the KHL League Commissioner (Mark King).  The overall mandate of the SDO Committee is to:

1) Take reasonable measures to provide an ongoing safe and sportsmanlike environment for all KHL games and

2) Provide a forum for all KHL players to voice grievances and suggest improvements to the game format.

The SDO Committee will operate in 2 ways:

1) INCIDENTS - Any incident of unsafe and/or unsportsmanlike play deemed to be significant by any KHL player will be reported to the SDO Committee through the Team Manager of that player; the SDO Committee will meet by email, conference call or face-to-face meeting (as appropriate) to determine an appropriate response to the grievance (e.g., censure and warning of the offending player by his Manager, game suspension, suspension from the league, etc.)

2) LEAGUE IMPROVEMENTS - An ongoing solicitation for suggestions to improve the league (e.g., safety considerations, rules, game format, etc.) is hereby communicated to all KHL players from the SDO Committee; any player suggestions should be communicated to the Team Manager of that player; the Team Manager will table the suggestion to the rest of the SDO Committee by email, conference call or face-to-face meeting (as appropriate); a response will be developed by the SDO Committee and communicated back to the league at large.

John Bowman will place the format and mandate of the SDO Committee on the website.

3. Agree on the playoff format

All agreed to go back to a 1-game playoff format.  John Bowman will place an update on the website

4. Sort out any other start-up details.

All team Managers will send game results to the webmaster after any games in which the webmaster is not involved.  A brief write-up would be appreciated and, as a minimum, the game score will be communicated.
